NSA Issues Zero Trust Guidance for OT Systems

The National Security Agency (NSA) has issued new guidance aimed at enhancing the security of operational technology (OT) systems by applying zero trust principles. Released on October 8, the guidance is designed to help system owners and operators mitigate risks such as unauthorized access, lateral movement, and persistent adversary activity within OT environments.

Protecting Critical Infrastructure

The guidance, titled "Hardening Department of War Critical Operational Technology Environments with Zero Trust Principles," is primarily intended for National Security Systems (NSS), the Department of War, and the Defense Industrial Base (DIB) network owners and operators. However, it also has broader relevance for technical leaders and cybersecurity professionals responsible for protecting critical infrastructure across various sectors, including energy, water, agriculture, public health, and government facilities.

Challenges in OT Security

Applying zero trust principles to OT environments presents unique challenges. Unlike traditional enterprise IT systems, OT systems often rely on legacy equipment and mission-specific hardware that may not support modern security controls. These systems, which monitor and control physical processes, require continuous operation and strict timing, making conventional cybersecurity measures difficult to implement. The NSA acknowledges that these vulnerabilities expose essential physical processes to increasingly sophisticated cyber threats.

Zero Trust Principles

Zero trust operates on the assumption that a network breach is possible or has already occurred, necessitating continuous verification of users, devices, workflows, and communications. The NSA's recommendation for OT environments emphasizes strengthening protection through controlled access, segmentation, monitoring, and other compensating controls. This approach offers a practical method for improving security while longer-term modernization plans are developed.
